Bluehost is an inexpensive, reliable hosting solution with lots of options and quality customer support. Of all the hosts we've tried out they seem to be constantly pushing their service with new features. We also found that their techs were very knowledgeable and able to resolve our concerns quickly. Our biggest complaint with Bluehost is that we have experienced some more sluggish moments but to be fair there are few hosts that don't have some issues on shared hosting.
Cost/Value: With their special promo price of $3.95 Bluehost is now our top deal again. With a solid lineup of features, awesome tech support, and a constant drive to make things better you can't really beat Bluehost.
Storage/Bandwidth: You can't get much more than unlimited. In our tests Bluehost really allowed us to move a lot of data. If there is a hidden cap of sorts it seems you have to do a lot of data transfer to hit it.
Features: Bluehost remains one of the more feature-rich hosts that we've used. Everything they don't have there seems to be a plan to add in the future.
Reliability: We didn't experience any outages during our tests with Bluehost. There were a few times where it seemed more responsive than others but this is to be expected with shared hosting. Overall performance was good.
Support: We really like the support team for Bluehost. Each of our test calls was promptly answered and the techs were knowledgeable. It is always nice when the support team can answer your questions promptly and you know they aren't having to refer to some sort of manual or script for the answers you need. We also found their web chat to be a really nice option though it appeared to be a bit slower than over the phone. This is probably due to the web help managing more than one person at a time.

I did have a hiccup on my site but I called their tech support and apparently some guy was pushing up huge hd video clips and was peaking the server so they shut him down. Since then it's been solid. They also mentioned that there's a bandwidth upgrade on the way which shoudl further reduce any slowdowns for people. Thanks for that link - money is definitely tight these days.
